after messing around a bit, I finally got it to prepare to update, then when it finished preparing to update, the system shut off and went back into safe mode and prompted me to reinstall update 7.51 or later. So of course the PS4 said it could not locate the USB device.
So I eventually got the update file on my USB, made sure the USB was Fat32 formatted, and plugged it in. So, I turned it back on and it booted into safe mode, but before it would even let me access the different safe mode options, it kept telling me to reinstall with update 7.51 or later from a USB drive.
